In some cases, yes. Certain PDF preparation manuals contain interactive features (such as bookmarks and hyperlinks) that the print versions do not. PDF versions may also contain recent changes or updates that aren't reflected in some older print preparation manuals. 

If you're using the print format of the preparation manual, it's always a good idea to compare it to the latest PDF version, which is free to download from the ETS TExES website.
